raiser - If True throw ClipError exceptions for errors or degenerate cases.
xtend - If True handle degenerate cases.
name_kind_eps - Optional name=NN (str) and/or optional kind='corners' of lls points (str) and eps=EPS tolerance for duplicate removal (float).
