New LatLonGH from separate lat, lon, height and clipid scalars, or from a previous LatLonGH, a ClipGH4Tuple or some other LatLon instance.

Arguments:

lat_ll - Latitude (scalar) or a lat/longitude (LatLonGH, LatLon or ClipGH4Tuple).
lon_h_clipid - Longitude (scalar), height and clipid iff lat_ll is scalar, ignored otherwise.
name - Optional name (str).
